State or county not what you actually do with it.
Like most we can dump on the ground as long as there is not a runoff issue and as long as it's where you performed the work.
Can't dump at home in the same spot everyday. Then you run into ground contamination.

Unless you're using a lot of solvents or extreme pH, you could dump in the same place every day. The fish hazards in your tank are suspended particulate and oxygen, which the dirt will filter out.

Should filter the water coming in or going out. Carpet cleaners are banned from most gas station RV dumps because of the lint.

The ground contamination may be local law its been over ten years since I dealt with that issue. Local code inspector gave me a hard time caught me dumping at home. He flipped out threatening me.

Most guys that will report you are fellow carpet carpet cleaners. Had that happen to me once. Dumping in gravel with no drains withing 100 meters. Guy comes storming up to me telling me he's with the iicuc, (long time ago) and he's going to report me. Told him to go ahead along with a few other choice words about where he could put something.

A long, long time ago I worked for a company that had an old Hydramaster with a split shaft PTO. The dump valve for the waste tank was right next to and slightly behind the driver's seat on the left side. You could easily reach it while driving and more than once was dumped while driving down a dirt road. The actual drain was in-line with the tires, so if someone was following you, they couldn't see the waste water flowing out. They would however get a mess on the front of their car. It was especially nice to do that to tailgaters.

There are several places here that have caused some serious ground contamination by dumping on their properties.

I never looked up the local law but did go to the city to get permission to dump at the waste treatment facility when I started up. Also looked up state regulations back then.

In this home I installed a clean out next to my driveway where I dump most of the time now.

I don't waste the water on the customer's lawn. My customer base is all close to my house. I usually can come by my house and dump on my lawn. It really helps with the areas that for some reason aren't getting hit by the sprinklers.

20 years ago a cleaner dumped at a vacant lot near his home. A dog walker reported him, and the EPA showed up and did a $50k remediation of the lot. He got to pay for it in addition to fines. He appealed and got to pay more fines. I doubt that would happen today, but they will absolutely hammer you if any waste water goes in the street drains.

We had one of those, and I did hose down a tailgater with it. We were coming back from a three truck commercial job and this guy cut off both of my coworkers while moving through traffic, and when he got on my bumper I opened the drain. Coating that red Corvette with a film of creamy brown was pretty satisfying.

Very illegal in the entire United States since 1972 under the Clean Water Act, if there is any direct run off OR through sewer system into creeks, streams etc that empty into navigable water ways.

Here is the kicker, federal courts have ruled several times that a canoe making it through is " navigable ". JUST Don't dump in the street. Some dunsky carpet cleaners have been dumb enough to report other cleaners and brag about it on the boards. Like that won't bring more oversight / investigation of our world.
